    A peace park adjoining Cape Soya. Various monuments stand in the park, such as a monument marking the northernmost point in Japan, a watchtower formerly used by the Imperial Japanese Navy, a monument commemorating one million tons of milk produced and 500 thousand heads of cattle in Hokkaido, and a monument to vanished French explorer La Perouse Jean-Francois de Galaup. As the area where the park now exists was an important naval point during WWII, many of the monuments contain records of the war or are dedicated to prayers for peace. Visitors can rest or eat in the restaurant inside the windmill-shaped Arumeria rest house.

    This park is located approximately a five-minute walk from Kotanbetsu bus stop, or approximately a 60-minute drive from Owada Interchange. Also famous as a flower-viewing spot, this park can be found near Tomamae Town Community Center. The best time to see the cherry blossoms, azaleas and daffodils in full bloom is mid-May every year. With approximately 1000 cherry trees, it is one of the most prominent flower-viewing spots in Rumoi City. The Kotanbetsu Midorigaoka Park Festival is held here over a one-week period, and many people also visit the park on Sundays to see various attractions while eating Genghis Khan. Another popular aspect of the park is its views of the city, thanks to its elevation.

    This park is home to monuments such as the monument of the Sakhalin husky dogs (Taro and Giro), who were a part of the first expedition party to the Antarctic, the snow gate monument, and the monument of nine maidens. The park is up on a hill with fine views overlooking Wakkanai.
