    Located in an expansive, hilly, and naturally lush area, this park, unlike any other in the country, was created in commemoration of the 100th anniversary of the establishment of Tokushima Prefecture. The park grounds host five facilities—the Tokushima Prefectural Library, Tokushima Prefectural Museum, Tokushima Prefectural Modern Art Museum, Tokushima Prefectural Archive, and Tokushima Prefectural 21st Century Hall. Each facility has a permanent exhibit and also holds special exhibitions and a variety of other events, bustling with visitors throughout the year. A wide variety of flowering plants and trees also grow on the park grounds and visitors can enjoy the seasonal scenery.

The Old Tokushima Castle Omote Goten Garden was designed by the national government as a Place of Scenic Beauty in 1941. The park was built on the summit of Mt. Bizan, the symbol of Tokushima City. From the summit, visitors can see as far as the Asan Mountains, the Seto Inland Sea, and the mountains of Kishu.
