On the first floor, there's an event space with a large video screen, a cafe, and a shop. Other facilities include an audio-visual library, the Sendai City Library, and a gallery. The building itself, outfitted with large floor-to-ceiling windows and lighting tubes running throughout, has received high praise for its architecture.
