Floors nine through 37 are an office zone that is home to the offices of numerous well-known Japanese and foreign companies. In the commercial zone occupying the area from the first basement floor to the seventh floor are approximately 150 shops full of luxury and uniqueness, spanning fashion, cosmetics, miscellaneous goods, boutique foods, and proper restaurants. The interior of the facility has an open space and relaxed ambience with plenty of sofas and benches, allowing visitors to enjoy a long period of shopping without any stress.

There are also many restaurants in the building, including a revolving observatory restaurant on the 15th floor. A farmer’s market is held in the first floor lobby on every weekend and on holidays.

Since there is a highway bus and direct airport shuttle terminal on the fifth floor, this is also a popular spot for foreign tourists to enjoy meals. In the Toyoko Noren Gai (the Toyoko Noren Street) food area occupying the first basement floors visitors will find famous shops representing Tokyo and there is also a direct passageway to the food area inside the Tokyu Department Store's Toyoko branch.
